In theory, rational decision-making involves three steps:
1. ๐๐ช๐ด๐ต๐ช๐ฏ๐จ ๐ข๐ญ๐ต๐ฆ๐ณ๐ฏ๐ข๐ต๐ช๐ท๐ฆ ๐ด๐ต๐ณ๐ข๐ต๐ฆ๐จ๐ช๐ฆ๐ด.

In reality, we operate with ๐ช๐ฏ๐ค๐ฐ๐ฎ๐ฑ๐ญ๐ฆ๐ต๐ฆ ๐ฌ๐ฏ๐ฐ๐ธ๐ญ๐ฆ๐ฅ๐จ๐ฆ and ๐ถ๐ฏ๐ค๐ฆ๐ณ๐ต๐ข๐ช๐ฏ ๐ฐ๐ถ๐ต๐ค๐ฐ๐ฎ๐ฆ๐ด. Decisions are influenced by emotions, habits, and group dynamics. Administrators ๐ด๐ช๐ฎ๐ฑ๐ญ๐ช๐ง๐บ problems, focus on good enough solutions (๐ด๐ข๐ต๐ช๐ด๐ง๐ช๐ค๐ช๐ฏ๐จ), and rely on ๐ณ๐ฐ๐ถ๐ต๐ช๐ฏ๐ฆ๐ด to conserve cognitive resources.
In this process, ๐ฆ๐ฎ๐ฐ๐ต๐ช๐ฐ๐ฏ๐ด are not the enemy of rationality. On the contrary! They focus our attention on urgent priorities, motivate action, and help weigh options more effectively. But unchecked emotions can narrow perspective and cloud judgment.
Often, decisions are not made in isolation. ๐๐ฐ๐ฐ๐ณ๐ฅ๐ช๐ฏ๐ข๐ต๐ช๐ฐ๐ฏ—through clear communication, defined roles, and shared goals—aligns individual efforts with organizational objectives.
Whether in public or private organizations, a recurring challenge in decision-making is balancing ๐ข๐ฅ๐ฆ๐ฒ๐ถ๐ข๐ค๐บ—achieving organizational goals to a desired level—against ๐ฆ๐ง๐ง๐ช๐ค๐ช๐ฆ๐ฏ๐ค๐บ—achieving goals using the fewest resources. Public agencies often face this tension as they weigh ๐ด๐ฐ๐ค๐ช๐ฆ๐ต๐ข๐ญ ๐ช๐ฎ๐ฑ๐ข๐ค๐ต๐ด alongside operational results. Increasingly, private firms encounter similar challenges as environmental, social, and governance concerns influence priorities beyond profits.
To deal with this challenge, Simon suggests to:
